Driving into Wicklow Town you will see in the middle of a small square, a large stone Monument. This was erected by the people of the town to commemorate the the great acheivements of Captain Robert Halpin ( 1836-1894) responsible for the laying of 23,000 miles of marine cabling in the 19th cent.
